Sayed Zaman Hashemi is a legal and business professional with a distinguished record of leadership in Afghanistan’s private sector development. He currently serves as a Board Member of the Afghanistan International Business Council (AIBC) and is the Founder and CEO of Starforce Business Solution Inc., based in Virginia.
Mr. Hashemi previously served as the Chief Executive Officer of the Afghanistan Chamber of Commerce and Investment (ACCI), where he played a pivotal role in advocating for private sector growth, enhancing trade and transit policies, and advancing regional economic connectivity. Under his leadership, ACCI became a key voice in shaping laws, regulations and policies that promoted entrepreneurship, safeguarded business community interests, and facilitated sustainable private sector development across Afghanistan.
Hashemi has also served as Chief General Counsel for the Ministry of Mines of Afghanistan, where he led the negotiation, development, and implementation of multi-billion-dollar mining contracts. He brings extensive expertise in mining law, oil and gas law, and natural resource governance.
He holds an LL.M. in Mining, Oil & Gas Law from the University of Denver, as well as a Master’s degree in Public Administration from Syracuse University. He is currently pursuing legal requalification in the United States.With a deep commitment to public service and the rule of law, combined with years of high-level policy advocacy and private sector engagement, gives him a unique perspective on both domestic and international economic and business development issues.
Mr. Hashemi continues to champion economic empowerment, good governance, and diaspora-led development initiatives. He brings to AIBC a wealth of experience in institutional leadership, legal reform, and international trade, and remains deeply committed to the economic resilience and prosperity of Afghan businesses both at home and abroad.
